Six Decades of Support: Meet Phil Webster
Scholarship America has built more than six decades of history supporting students—and Philip Webster has been a volunteer and supporter for almost all of it. A resident of St. Michaels, Maryland, on the Chesapeake Bay, Phil has spent a remarkable 57 years volunteering with Scholarship America.
Since 1964, he’s devoted his time and resources to our student support efforts, serving on our Advisory Board, Board of Trustees and, currently, as an Honor Roll Trustee. Phil was also instrumental in founding our annual Dreams to Success celebration and fundraiser, which raises nearly $1 million each year.
“Higher education,” says Phil, “is the key to a successful, fruitful and contributing life. Having met hundreds of the students we have helped during the years, they always tell me that our scholarships and the higher education that came with them, made a transformational difference in their life. I know it did with mine.”

Addressing Student Debt Issues in Congress
Over the past few months, Congress has debated and made progress on a few options to address the student debt crisis. The discussions culminated September 28, when Congressman Andy Kim (NJ-03), Congressman Rodney Davis (IL-13) and Congressman Mike Kelly (PA-16) announced two separate bills addressing key issues related to students who have earned scholarships.
Scholarship America signed on as an official supporter of the Helping Students Plan for College Act, a bill to introduce more transparency around the displacement of private scholarships (i.e. the reduction of student financial aid packages when the student earns outside scholarship funds). We also endorse the Front-Loaded Aid Transparency (FLAT) Act, which requires colleges to communicate clearly about any financial aid adjustments or reductions after a student's freshman year.
